New RFA Application Procedures

Effective October 1, 2009 Stormwater Construction General Permit Requests for Authorizations (RFA) applications will NO longer be accepted and processed along with your Soil Erosion & Sediment Control plan application by the District. Permittees are required to submit their RFA applications and payment electronically online utilizing the NJDEP's Stormwater Construction Activity E-Permitting System or, via paper application to the NJDEP's Bureau of Permits Management. Information and instructions completing and submitting RFAs utilizing either process may be assessed through the NJDEP web page at http://www.nj.gov/dep/stormwater/.

Fee Increase Notice

The Gloucester Soil Conservation District has applied to the State Soil Conservation Committee, New Jersey Department of Agriculture for a rate increase in our Chapter 251 Application Fees. This is our first increase since 2004. The new fees will become effective on November 1, 2008. To obtain a copy of our new fee schedule click here.


New SESC Rules and Single Family Dwelling Unit Lots

On January 3, 2006 the New Jersey Department of Agriculture, State Soil Conservation Committee adopted new Soil Erosion and Sediment Control Act Rules that affect construction on single-family dwelling unit lots. 

Under the new rules, now almost every major and minor subdivision falls under the jurisdiction of the Soil Erosion and Sediment Control Act, and as such, will be required to obtain a Soil Erosion and Sediment Control Plan Certification.

N.J.A.C. 2:90-1.5 states the following: 

"An application for construction permit for any single-family dwelling unit, on any lot that has arisen from a subdivision approved after January 1, 1976 comprising two or more contiguous or non-contiguous single-family dwelling lots, the construction of which would disturb greater than 5,000 square feet is subject to the act, and the applicant/owner shall secure certification of a soil erosion and sediment control plan. The act shall also apply if any lots in the subdivision are conveyed to separate owners of if construction is by the same or a separate applicant, owner, builder or contractor."

"The concurrent construction of two or more contiguous or non-contiguous single-family dwelling units, by the same applicant, owner, builder or contractor on lots which were part of a preexisting subdivision approved prior to January 1, 1976, shall be subject to the act and this subchapter provided that the proposed cumulative land disturbance is greater than 5,000 square feet." 


We Have Moved                         

The Gloucester Soil Conservation District has moved to our offices. Our new office is located less than 1/2 mile from our current location on Route 47, Delsea Drive. Our new location will be 14 Parke Place Blvd. Suite "C".

Soil Erosion & Sediment Control Standards

The Gloucester Soil Conservation District is pleased to announce that we have a supply of "The Standards for Soil Erosion & Sediment Control in New Jersey" for purchase. The Soil Erosion and Sediment Control Standards contain approximately 460 pages, 4 full color maps, a color cover, tabbed dividers between 3 design sections (vegetative, engineering & runoff treatments), and appendices.

Costs for the Soil Erosion and Sediment Control Standards are $35.00 per copy if picked up at our office, or $40.00 if you require your copy to be mailed via priority mail.
